FAQ
Frequently asked questions about tallow skincare manufacturing
A tallow product is shaped by more than its ingredient list. Development route, raw material specification, packaging, testing, claims, ownership, production volume, documentation and launch timing all affect the commercial result. Use the categories below for direct answers, then submit a project brief for an assessment of your specific product.
Working with Grass-Fed Essentials
What is Grass-Fed Essentials?
Grass-Fed Essentials is a specialist tallow skincare manufacturing and cosmetic ingredient partner. We support brands with cosmetic grade tallow, white label products, private label adaptations, custom formulation, commercial manufacturing, packaging coordination, documentation planning and bulk supply.
Who do you work with?
We work with founders, established skincare brands, retailers, professional buyers, distributors and manufacturers that need a structured route to tallow based cosmetic products or bulk cosmetic tallow.
Do you work with new brands and first time founders?
Yes. A new brand can be a strong fit when the founder can define the intended customer, product direction, target price position, realistic volume, packaging status and launch objective. We help determine whether white label, private label or custom formulation is the appropriate route.
Do you work only with United States brands?
The service model prioritizes brands in the United States and Europe, with additional focus on the United Kingdom, Canada, Australia, New Zealand, the UAE and other developed export markets where the project is a fit. Claims, labeling, responsible-person requirements, customs, product notification and documentation are reviewed for the exact destination market.
Where does manufacturing take place?
Manufacturing is conducted in Cape Town, South Africa, by GFE Pty Ltd. United States commercial support is provided through Grass-Fed Essentials LLC in Wyoming. Contracts, labels, customs information and country of origin statements must reflect the applicable structure accurately.
Can a project be declined?
Yes. A project may be declined when the requested claims are unsupported, the timeline is unrealistic, the packaging is unsuitable, the target cost cannot support the specification, the volume is commercially impractical, or the product falls outside current capability or capacity.
Do you use written manufacturing agreements?
Accepted projects should be governed by an appropriate written proposal, development agreement, manufacturing agreement, accepted purchase order or supply agreement. The document should define scope, pricing, responsibilities, ownership, timing, quality requirements, payment and delivery terms.
White label, private label and custom formulation
What is the difference between white label, private label and custom formulation?
White label uses an established formula platform under the client's brand. Private label adapts an established platform through agreed changes. Custom formulation develops an original product from a defined brief through feasibility review, samples, refinement, packaging assessment, scale up, testing planning and commercial manufacture.
Which route is usually fastest?
White label is generally the fastest because the formula platform and process already exist. Private label adds targeted development. Custom formulation usually takes the longest because the formula, process, packaging relationship and evidence plan must be developed and confirmed.
How do I choose the right development route?
Choose according to how original the product must be, the launch window, development budget, intended claims, packaging readiness, expected volume, and whether formula ownership or exclusivity is required.
Can I bring an existing formula?
Yes. We can review an existing formula for ingredient availability, manufacturability, process requirements, scale up, packaging compatibility, documentation, claims and commercial fit. Acceptance is not automatic.
Can you copy a competitor product?
A competitor product may be used as a sensory or positioning benchmark. Grass-Fed Essentials develops an original formula direction and does not copy proprietary formula information or present another company product as its own work.
How many samples are included?
The number of sample rounds is defined by the development route and written project scope. Additional rounds, changes outside the brief and new directions should be priced and approved separately.
What feedback is most useful during development?
Useful feedback is specific and connected to the brief. Comment on firmness, glide, absorption, residue, scent intensity, appearance, application, coverage, wear and packaging interaction rather than using general instructions such as make it better.
Product capabilities
What types of tallow skincare products can you develop or manufacture?
Potential categories include whipped balms, daily balms, body balms, hand balms, baby balms, cleansing balms, lip balms, stick formats, deodorants, soaps, oil products, tinted balms, BB style products, foundation formats and selected sun care concepts. Capability does not mean every format is automatically available as a stock product.
Do you manufacture whipped tallow balms?
Yes. The formula, whip, fill method, packaging, texture target, temperature behavior, production scale and expected transport conditions must first be defined.
Can you manufacture lip balms and stick products?
Yes. Stick formats require control of hardness, glide, payoff, fill temperature, shrinkage, temperature behavior and compatibility with the selected tube or mechanism.
Can you manufacture tallow soap?
Yes. The project must define the formula, process, mold, bar size, fragrance, cure, wrapping, label and commercial volume.
Can you develop mineral sun care products?
Potentially. SPF, broad spectrum and water resistance claims require the correct product pathway, appropriate testing and supporting documentation. An SPF value must never be inferred from the ingredient list or mineral percentage alone.
Tallow sourcing and quality
What does cosmetic grade tallow mean?
For Grass-Fed Essentials, cosmetic grade describes an internal specification and intended cosmetic use. It is not presented as a universal government grade, third party certification or independent approval unless a specific applicable standard is identified.
What is the GFE Tallow Standard?
The GFE Tallow Standard is the internal framework used for source qualification, traceability, controlled processing, specifications, batch documentation and continuous review. It is not a government approval or third party certification.
How do you support grass fed and finished sourcing claims?
Grass fed and finished wording should be connected to the relevant supplier, farm, audit or sourcing evidence retained for the accepted material. The public claim must not extend beyond what that evidence supports.
Why can tallow vary in color or odor?
Tallow is a natural raw material. Source, animal diet, selected fat, processing, heat exposure, filtration, oxidation, storage and age can influence color, odor, texture and melt behavior. The acceptable range should be defined by specification rather than visual preference alone.
How do you manage oxidation risk?
Oxidation risk is managed through source and material review, controlled processing, temperature and exposure management, suitable packaging, storage, inventory rotation and testing when required by the material or product.
What is the shelf life of tallow?
Shelf life depends on source, processing, packaging, storage, specification and supporting test information. One universal shelf life should not be applied to every raw material lot or finished formula without evidence.
Is tallow vegan?
No. Beef tallow is animal derived and must not be described as vegan.
Is tallow organic, cruelty free, halal or kosher?
Each claim has its own definition and evidence requirements. It should be used only when the relevant source, process, certification or claim standard supports it for the supplied material and finished product.
Can I evaluate a tallow sample before ordering?
Yes. Sample evaluation is recommended before a first commercial bulk order because a material may meet its written specification and still behave differently in a particular formula, process or packaging system.
Development and manufacturing
What is the usual process from enquiry to production?
The usual sequence is project brief, feasibility review, route selection, proposal, agreement, sample or platform approval, packaging confirmation, scale up where required, testing and documentation planning, commercial production, batch review and delivery preparation.
What should be included in a strong product brief?
Include the intended customer, product format, benchmark, sensory target, required ingredients, exclusions, packaging, destination market, claims, target retail position, target manufacturing cost, expected volume, launch objective and required tests or documents.
Why should packaging be selected early?
Packaging affects viscosity, filling, cooling, dispensing, leakage, compatibility, label area, customer use, freight and cost. Delaying the decision can force avoidable formula or process changes.
What is scale up?
Scale up verifies that a formula and process developed at small scale can be reproduced with the intended commercial equipment, batch size, mixing, heating, cooling, filling and packaging conditions.
Does an anhydrous product still need manufacturing controls?
Yes. A water free formula still requires control of raw material condition, cleanliness, oxidation, crystallisation, heat exposure, essential oils, filling behavior, packaging compatibility and storage.
Can a successful sample go directly into commercial production?
Not always. A sample confirms a direction at small scale. Commercial manufacture may require process definition, packaging review, ingredient sourcing, scale up, testing, documentation and client approvals before the first full batch.
Testing, documentation and regulatory support
What documentation can be provided with a project?
The agreed package may include formula or product specifications, ingredient information, supplier records, certificates of analysis, batch records, filling records, packaging information, lot identification, storage guidance and shipment documents. Not every item is automatically included with every project.
What is the difference between a specification and a certificate of analysis?
A specification defines the required characteristics or limits. A certificate of analysis reports results or conformity information for a specific lot according to the stated method and testing scope.
Does a certificate of analysis prove the complete quality of a material?
No. It answers only the questions represented by the listed tests, methods and results. Source, processing, storage, sensory condition, traceability, intended use and behavior in the formula must also be considered.
Do you help with labels and claims?
We may support technical information such as INCI names, ingredient declarations, manufacturing details, directions and storage guidance. Final claims, substantiation, artwork approval and market compliance remain with the responsible party identified in the agreement.
Are cosmetic products FDA approved?
Cosmetic products should not be described as FDA approved unless a specific lawful basis exists for that exact statement. Registration, listing, establishment identifiers, labeling obligations and product approval are different concepts.
Can you support SPF or broad spectrum claims?
Only when the formula, product pathway, required testing and documentation support the claim. Ingredient content alone does not establish SPF, broad spectrum performance or water resistance.
Can you guarantee that my marketing claims are compliant?
No manufacturer should give a broad guarantee without reviewing the exact product, evidence, label, advertisement, destination market and legal context. Final claims should receive qualified legal or regulatory review.
Packaging and labels
Can I supply my own packaging?
Potentially. Client supplied packaging must be reviewed for material, dimensions, closure, liner, fill method, compatibility, labeling, freight, cleanliness, defects and quantity. Extra units may be required for setup, evaluation, breakage and production loss.
Can Grass-Fed Essentials source packaging?
Packaging support may include reviewing options, coordinating suppliers or sourcing agreed components. The proposal must define the service, ownership, minimums, lead times, freight and approval responsibilities.
Who approves the final label?
The brand owner or responsible party must approve the final artwork, claims, ingredient declaration, warnings, directions, net contents, contact information, country of origin and market specific content unless the written agreement assigns a defined approval role differently.
Why do packaging minimums affect product minimums?
Packaging suppliers may impose component minimums that are higher than the manufacturing batch minimum. Custom colors, decoration, printing, molds, closures and freight can determine the practical order quantity.
Minimums, pricing, timing and shipping
What are your minimum order quantities?
Minimums depend on product format, formula, practical batch size, packaging, development route, equipment, decoration, testing and commercial scope. The proposal states the applicable minimum for the specific project.
How is pricing calculated?
Pricing may include the formula or platform, ingredients, packaging, setup, manufacturing, filling, labeling, testing, documentation, development, storage, project management and freight. A reliable quote requires a clear brief.
How long does a project take?
Timing is affected by formula status, sample approval, ingredient availability, packaging, print production, testing, client approvals, order quantity, production capacity, freight and change requests. The schedule is confirmed for each accepted project.
What payment terms apply?
Payment terms are project specific and must be stated in the quote, invoice, purchase order acceptance or manufacturing agreement. Deposits, milestone payments, final payment, storage charges and late payment terms should be confirmed before work begins.
Can you ship to the United States?
Yes, subject to the accepted product, quantity, freight route, customs requirements, delivery terms and buyer responsibilities. Manufacturing origin and country of origin information must remain accurate throughout the transaction.
Can you ship to markets outside the United States?
International enquiries may be reviewed individually. The buyer must confirm import rules, claims, labels, responsible person obligations, product notification, taxes, customs and destination restrictions before the order is accepted.
Formula ownership, exclusivity and confidentiality
Who owns the formula?
Ownership depends on the route and signed agreement. A white label formula normally remains the manufacturer platform. A private label agreement should distinguish the underlying platform from client specific changes. Custom formula ownership, license, manufacturing rights, exclusivity and transfer rights must be defined before development begins.
Can I request exclusivity?
Yes. Exclusivity may be discussed by formula, product, territory, customer, channel or period. It may affect minimum purchases, pricing, development fees, renewal obligations and termination rights.
Will you sign a nondisclosure agreement?
A reasonable nondisclosure agreement may be considered before confidential information is exchanged. Existing knowledge, public information, independently developed information and legally required disclosures should be treated appropriately.
Can I move a custom product to another manufacturer?
That depends on the formula ownership, license, transfer rights, process information, unpaid amounts, confidentiality and exit provisions in the signed agreement. Those rights should be addressed before development begins.
Bulk cosmetic tallow
Do you supply bulk cosmetic tallow?
Yes, subject to volume, specification, packaging format, documentation, destination and commercial review.
What documents come with bulk tallow?
The agreed package may include a material specification, lot information, sourcing description, storage guidance, relevant safety information, shipment records and a defined certificate of analysis scope.
How should bulk tallow be received and stored?
Check the container condition, lot numbers, documents, quantity, sensory condition and agreed acceptance criteria. Keep containers clean and sealed, avoid unnecessary heat, light, oxygen exposure and contamination, and rotate inventory under the applicable procedure.
Does warm weather freight affect tallow?
Temperature exposure can change the physical form and handling of tallow. A physical change during transit does not automatically establish a quality failure, but the material should be assessed against its specification and receiving criteria.
Starting a project
What information should I provide in the project form?
Provide company details, business stage, product category, intended development route, destination market, estimated volume, target price position, packaging status, launch objective, intended claims, ingredient requirements, exclusions, formula status, testing needs and a clear project summary.
Do I need a final formula or packaging before contacting you?
No. State their current status clearly. You may contact us with an existing formula, a benchmark, a defined concept or a need for an established platform. Early packaging direction allows a more accurate technical and commercial assessment.
Does submitting a form reserve production capacity?
No. A submission does not guarantee acceptance, pricing, exclusivity, material availability, capacity or a manufacturing commitment. Capacity is reserved only under the applicable written commercial terms.
How should I contact Grass-Fed Essentials?
Use the Start a Project form for a detailed assessment, book a manufacturing consultation for an initial discussion, or email info@grassfedessentials.com for a specific question.
Evidence, testing and documentation
What independent fatty acid testing has GFE completed?
A historical Grass Fed Essentials beef tallow sample was tested by SGS Agri Food Laboratory under job MT24-06868. The report was received in May 2024 and reported in June 2024 using gas chromatography, with the detailed profile retained as historical representative evidence. It must not be represented as the result for a different or future batch.
What did the historical SGS fatty acid profile show?
For the tested historical sample, SGS reported 64.8% saturated fatty acids, 26.7% monounsaturated fatty acids and 1.6% polyunsaturated fatty acids. Major reported fatty acids included stearic acid at 32.8%, palmitic acid at 26.5% and oleic acid at 23.8%. These values belong to that tested sample only.
Was the SGS report performed by an accredited laboratory?
The SGS report states that SGS Agri Food Laboratory is SANAS accredited and conforms to ISO/IEC 17025 for tests within its accredited scope. The report also identifies which individual results fall outside the accredited schedule, so the original report controls the exact scope.
Has GFE completed microbiological testing on a tallow balm?
Yes. A submitted tallow balm sample was tested by Mérieux NutriSciences / Swift Silliker in November 2024. The report recorded no growth for total microbial activity, yeast and mould for that specific tested sample.
Has GFE tested for specified microorganisms?
Yes. A separate November/December 2024 report for a submitted tallow balm sample recorded Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus and Candida albicans as absent in the tested sample. The report applies only to that submitted sample.
Does one microbiology result prove every future batch is microbe free?
No. A laboratory result applies to the specific submitted sample and test conditions. Future batches require the appropriate release controls and, where specified, batch or product-specific testing.
Does GFE issue a COA before a commercial batch exists?
No. A valid batch-specific certificate of analysis should be tied to an actual manufactured batch. Pre-order qualification documents can state specifications, planned tests and historical evidence, but they should not present future-batch results as if they already exist.
What is the difference between a specification and a COA?
A specification defines the acceptance criteria a material or product is expected to meet. A COA records results or release information for a specific batch. A specification is not evidence that a particular batch was tested.
What reference specifications does GFE use for cosmetic tallow?
Current qualification documents describe reference production-release criteria including moisture and volatiles, acid value, peroxide value, saponification value, iodine value and fatty-acid identity. The applicable methods, limits and actual results must be confirmed for the relevant commercial batch and project.
What is GFE’s reference peroxide-value limit?
Current supplier qualification documentation lists a reference internal release specification of not more than 5.0 meq active oxygen per kilogram using ISO 3960 or equivalent. This is a specification, not a claim that every historical batch has a published numerical peroxide result.
What is GFE’s reference acid-value limit?
Current supplier qualification documentation lists a reference internal release specification of not more than 1.5 mg KOH per gram using ISO 660 or equivalent. Actual batch values must come from the applicable batch documentation or laboratory report.
What is GFE’s reference moisture specification?
Current supplier qualification documentation lists moisture and volatiles at not more than 0.10% using ISO 662 or equivalent as a reference production-release specification.
Can customers receive batch-specific third-party fatty acid profiling?
Where contracted for the order, GFE documentation provides for an independent third-party gas-chromatography fatty-acid profile tied to the applicable production lot and client. The exact testing scope should be confirmed in the project agreement.
What traceability records are maintained?
Commercial orders are assigned controlled batch references linking source, processing, packaging and dispatch records. The exact record set depends on the product, project and agreed documentation package.
Does GFE publish confidential client laboratory reports publicly?
No. Public pages summarize evidence without exposing client identities, private commercial information or proprietary material unless disclosure has been expressly authorized. Original reports can be handled within supplier qualification or project documentation as appropriate.
GMP, facility and quality system
Is Grass Fed Essentials GMP certified?
Grass Fed Essentials holds a Certificate of Compliance issued in September 2024 stating assessment against Good Manufacturing Practice in accordance with ISO 22716:2007 guidelines for cosmetics, with the certificate scope described as cosmetic manufacturing – final products. The certificate identifies surveillance dates and an expiry date in September 2027. Current validity should be checked against the issuing body when relied upon.
Does ISO 22716 mean FDA approval?
No. ISO 22716 addresses cosmetic good manufacturing practice. It does not constitute FDA approval of a facility, ingredient or finished cosmetic.
What is the GFE FDA FEI number?
Current GFE regulatory data sheets reference FDA FEI 3030162287 for the manufacturing facility. An FEI is an establishment identifier and must not be described as FDA product approval.
Does an FDA FEI mean the facility is approved by FDA?
No. An FEI is an identifier used by FDA systems. It is not a seal of product approval and should not be presented as one.
How should GFE describe cosmetic GMP publicly?
The safest wording is to identify the applicable certificate or state that manufacturing controls are aligned with cosmetic GMP / ISO 22716 as supported by the current evidence. Avoid language implying a broader regulatory approval than the certificate actually provides.
Does GFE maintain controlled client documentation?
Yes. Current qualification packs use controlled references, revision history, defined scope, batch status and explicit distinctions between historical evidence, supplier declarations and batch-specific results.
Why does GFE distinguish supplier declarations from laboratory results?
Because they prove different things. A supplier declaration documents the manufacturer’s controlled statement; a laboratory report records a measured result on a submitted sample. Keeping them separate prevents an internal assertion from being presented as independent test data.
US, EU, UK and international markets
Can GFE manufacture for United States skincare brands?
Yes, subject to project fit, destination requirements, commercial terms, formula and packaging readiness, evidence needs and the responsibilities assigned between manufacturer and brand owner.
Can GFE manufacture for European Union brands?
Potentially, yes. EU projects require destination-specific planning for responsible person obligations, cosmetic product safety documentation, notification, labeling, claims and ingredient compliance. The project scope should identify who owns each regulatory responsibility.
Can GFE manufacture for United Kingdom brands?
Potentially, yes. UK projects require UK-specific responsible person, notification, safety documentation, labeling and claims planning rather than assuming the EU route automatically applies.
Can GFE supply Canada, Australia, New Zealand and UAE projects?
Projects in these markets can be reviewed individually. Each destination has its own cosmetic, import, labeling and claims framework, so commercial acceptance depends on the specific product and regulatory route.
Does a South African manufacturing origin prevent sale in the United States or Europe?
Not automatically. Importability and market access depend on the product category, ingredients, documentation, labeling, customs and destination regulations. Country of origin must be declared accurately where required.
Who is responsible for the finished-product claims?
The brand owner or other legally responsible party normally carries significant responsibility for finished-product claims and market compliance. The manufacturing agreement should clearly assign formulation, evidence, labeling, notification and approval responsibilities.
Does GFE provide a Responsible Person in the EU or UK?
A Responsible Person service should never be assumed. If required, it must be explicitly included through the appropriate qualified provider and written project scope.
Does MoCRA apply to US cosmetic projects?
MoCRA can affect US cosmetic facility, product and responsible-person obligations depending on the circumstances. The applicable responsibilities should be reviewed for the exact product and commercial structure rather than generalized from one project.
Are sunscreen rules the same as ordinary cosmetics in the United States?
No. In the United States, sunscreen claims can place a product within an OTC drug regulatory framework. A tallow balm containing zinc oxide should not be marketed with an SPF claim simply because zinc oxide is present.
Are US, EU and UK ingredient rules identical?
No. Ingredient permissions, restrictions, claim frameworks, responsible-person obligations and notification systems differ. GFE scopes the destination market before finalizing the formulation and evidence plan.
Actives, serums and advanced formulation
Can GFE formulate tallow products with squalane?
Yes, squalane is an oil-phase emollient and can be technically compatible with anhydrous tallow systems. The use level is selected according to target texture, glide, spread and stability.
Can GFE formulate with hyaluronic acid?
Yes, but conventional hyaluronic acid is water soluble and normally points toward an aqueous serum, emulsion or specialized delivery system rather than a simple anhydrous balm.
Can GFE formulate with copper peptides?
Potentially. Copper peptide systems usually require an aqueous phase and careful review of pH, compatibility, supplier instructions and stability. They should not be treated as a simple powder addition to melted tallow.
Can GFE formulate with ectoin?
Potentially. Ectoin is generally used in water-containing systems, so a product containing both ectoin and tallow would usually be developed as an emulsion or multi-product regimen rather than a basic oil-only balm.
Can GFE formulate with PDRN or polynucleotides?
Potentially, subject to sourcing, supplier documentation, formulation compatibility, destination-market rules and claims review. These materials generally require a more specialized development path than an anhydrous balm.
Can GFE formulate with ceramides?
Potentially. The exact ceramide raw material matters because commercial ceramide ingredients may be supplied in different carriers or complexes with their own heat, phase and processing requirements.
Can GFE formulate with niacinamide?
Potentially, but niacinamide is water soluble and generally belongs in a water-containing formula with appropriate pH and stability control rather than a simple anhydrous tallow balm.
Can GFE formulate a tallow serum?
Yes, but the word serum can describe very different systems. An oil serum can remain anhydrous; a hydrating or peptide serum is usually aqueous. The formula architecture should follow the intended active ingredients and sensory target.
Can a tallow brand use a serum and balm as a two-product system?
Yes. This can be technically cleaner than forcing water-soluble and oil-soluble ingredients into one product. A serum can carry water-soluble actives while a balm supplies the lipid phase and occlusive/emollient experience.
Does vitamin E guarantee shelf stability?
No. Tocopherol can support oxidative stability, but it does not replace raw-material quality, oxygen and heat control, packaging selection, stability assessment or an appropriate shelf-life program.
Is zinc oxide soluble in tallow?
No. Zinc oxide is dispersed rather than dissolved. Dispersion quality affects appearance, texture and uniformity and is one reason production-scale homogenization matters.
Are mica and iron oxides soluble in tallow?
No. They are dispersed pigments or mineral powders. Wetting and dispersion determine shade uniformity, payoff, drag and visible residue.
Can lab-scale color differ from production-scale color?
Yes. Small laboratory batches can have dispersion limitations, while production equipment may create more uniform pigment distribution. Scale-up should therefore include controlled shade matching and process definition.
Can a trending ingredient be added just because a supplier says it is cosmetic grade?
No. The manufacturer still needs to evaluate phase compatibility, use level, temperature sensitivity, pH, preservation, packaging, supplier documentation, claims and destination-market requirements.
How does GFE decide whether a new active is suitable?
The review starts with the exact supplier material, target market, product format, intended claim, recommended use level, solubility or dispersibility, processing limits, stability needs, packaging and evidence requirements. Trend popularity alone is not a formulation criterion.
Claims, SPF and evidence boundaries
Has GFE completed a finished SPF result for every mineral sun concept?
No. A formulation concept, estimated target or test submission is not the same as a completed validated SPF result. Public claims should only use the final result from the appropriate finished-product test.
Has GFE prepared a mineral sun balm for in-vitro SPF testing?
Yes. GFE documentation dated August 2026 records submission planning for an unscented mineral sun balm containing 25% zinc oxide for physical in-vitro SPF assessment. That declaration describes the submitted formulation and requested testing; it is not itself a final SPF result.
Can GFE say a 25% zinc oxide balm is SPF 35 to 45 before the result is issued?
No. A target or estimate is not a substantiated finished-product SPF claim. The final claim must follow the appropriate completed test and regulatory framework.
Can historical test data be used as if it applies to a new formula?
No. Historical data can show prior testing experience or a representative material profile, but a new formula or batch should not inherit results that were never measured on it.
Why does the website sometimes use the phrase historical representative evidence?
Because it accurately distinguishes evidence from an earlier tested sample from current-batch or future-product results. This prevents a valid old test from being overstated.
Does GFE make therapeutic claims for tallow?
No medical or therapeutic claim should be inferred from ordinary cosmetic manufacturing information. Claims must be evaluated according to the destination market and the evidence supporting the finished product.
